The Constitutional Council (CC) has announced that it will only rule on the validity or otherwise of the 15 October elections at the end of December so as “not to shorten the deadlines of the current composition of the Assembly of the Republic”, because deputies have to take office within 20 days of the validation of the elections.
“Assuming that the litigation procedures are not many, the Council could validate or not the elections in November. But supposing that it validates them in November, the Assembly would have to take office within 20 days, and we would be shortening by almost a month the mandate of the current composition of the Assembly of the Republic. This means that the deadline for validation also depends on the deadline for constitution,” Constitutional Council chairperson Lúcia da Luz Ribeiro explained.
Receiving the National Election Commission consecrating Frelimo and its candidates winners of this year’s election, Ribeiro announced that the institution could proceed with the verification of the compliance of the election process, but the validation and proclamation would only take place at the end of the year.
Members of the VIII Legislature of the Assembly of the Republic took office on 12 January 2015, and the Constitutional Council will try to have the next legislature sworn in on the same date in 2020, or soon afterwards.
