“The plan identifies the risk zones, the main threats and the possible impacts in the 2019-2020 rainy and cyclonic season, which runs from November to April,” she said.
Part of the plan has already been funded by the World Bank and there is a deficit of 1.2 billion meticais that the National Institute for Disaster Management (INGC) expects to be covered by the government, international partners and civil society.
The Mozambican government forecasts that 1.6 million people in Mozambique’s towns and cities could be affected by heavy rain, windstorms, cyclones, floods and flooding.
The latest INGC updates indicate that a total of 714 people died and another 2.8 million were affected by natural disasters during the 2018/2019 rainy season, a period marked by the passage of two devastating high intensity cyclones.
Mozambique is affected by cyclonic winds formed in the Indian Ocean between November and April every year, a phenomenon compounded by its geographical location downstream in most of southern Africa’s river systems.
