The newly created visa for foreign citizens wishing to travel to Mozambique to carry out humanitarian assistance and aid work is, in addition to other requirements, conditional on a certificate being issued by the National Institute for Disaster Risk Management and Reduction (INGD) and “does not grant the right to establish residence”.
Because of natural calamities and terrorism, nearly all the large humanitarian organisations and agencies – which employ thousands of foreign citizens – operate in Mozambique. This is possibly why the government decided in March last year to price the visa for humanitarian assistance in Mozambique at 6,000 meticais.

However, since April, new criteria have been introduced for obtaining the aforementioned visa, which include “a passport with a validity period of not less than six months”, “invitation from governmental authorities, international organisations or non-governmental organisations”, “criminal record certificate issued by the competent authority of the applicant’s country of nationality or of last residence for at least 1 year”, and a “certificate issued by the Disaster Risk Management and Reduction Coordination Entity, in which it is stated that the citizen will only provide Humanitarian Assistance services at the service of the respective organisation”.

To be issued at Mozambique’s diplomatic and consular missions and, in cases of emergency, at border crossing points, the new Humanitarian Assistance Visa “enables its holder to work exclusively in the exercise of humanitarian assistance and does not entitle him/her to establish residency” in Mozambique, allows a stay “for a period of 90 days valid for multiple entries” and can “exceptionally” be “extended for another 90 days, upon reasoned request”.
