Attorney General Beatriz Buchili yesterday instructed public prosecutors to ensure greater oversight of all public contracts involving amounts above 600 times the minimum wage between the state and other entities.
The challenge was launched during a working visit to Zambézia province. According to Buchili, the tightening of supervision is aimed at ensuring that foci of corruption and embezzlement are eliminated.
Magistrates should also improve monitoring of prison sentences so that they are not surpassed. Buchili noted that there was overcrowding in penitentiary establishments, and recommended conducting ‘campaigns of trials’ [‘campanhas de julgamento’, courts sessions held in penitentiaries to avoid people being unlawfully held, among other purposes] and applying alternative to incarceration measures .
Buchili also warned her colleagues to pay more attention to cases related to the defence of diffuse and collective interests, especially with regard to the prevention of situations that threaten public health, environmental sanitation, unauthorised construction in high-risk areas and acts relating to the slaughter of protected species, illegal mining, illegal immigration, and others.
“We decree zero tolerance for corruption. We appeal to magistrates not to connive in such acts, and to do a professional job for the benefit of the citizen. We launched the challenge so that all magistrates guarantee the instruction of the processes in the National Service of Criminal Investigation (SERNIC), following their action closely to ensure timeliness. We want magistrates to be more proactive in the oversight and control of legality, and intolerant to violations of the law,” she warned.
The attorney general ends her working visit to Zambézia tomorrow. Its focus is to verify the functioning and level of organisation of the Provincial Prosecutor’s Office and District Attorneys’ Offices, as well as evaluating the performance of prosecutors. Buchili will also hold a meeting with 81 district attorneys from the provinces of Zambézia, Tete, Manica and Sofala, in order to analyse and reflect on actions to combat organised and trans-national crime and corruption.
