Using funding promised for census purposes, the World Bank has donated 131 four-wheeled vehicles, 750 motorcycles and 10,000 bicycles, to be channelled to the provinces in proportion to population.
But the bank is demanding that these resources be used exclusively for the census and that afterwards they should be allocated to provincial National Institute of Statistics (INE) delegations.
“Motor vehicles and motorcycles and bicycles are all exclusively destined for statistical collection operations, specifically for direct field support to supervisors, controllers and census takers,” a statement signed by INE president Rosário Fernandes explains.

INE is making its provincial delegates responsible for ensuring the vehicles are being used for the specified purposes.
At the end of the process, the statement says, “vehicles will be collected at the headquarters of provincial delegations, while motor vehicles will be the responsibility of provincial governments and bicycles of administrative posts”.
The vehicles will be registered as state property and will be included in the inventory of INE provincial delegations.

The institution ends by appealing to the provincial delegates, in coordination with the provincial governments, to look after these new assets. “They are the means to a better coordination between provincial, district and local governments, as regards the proper administration of this vehicle fleet, as well as the support and all possible collaboration of the province in the complementarity of all means available, for the success of the 2017 Census,” the statement urges.
Population grew 32 percent between 1997 and 2007
The third INE Population and Housing Census verified the existence of about 20 million inhabitants, meaning that the Mozambican population had grown by more than 4.9 million between 1997 and 2007.
