Mozambique: Chapo calls for different approach to obtain different results

The Vice-President of the National Electoral Commission, António Chipanga, says that it is up to the Council of Ministers to determine if there will be mid-term elections in the city of Nampula following the death of the mayor Mahamudo Amurane, reports Rádio Moambique today.
António Chipanga was speaking yesterday in Quelimane, where he said that it was a matter for the government and not electoral administration bodies.
“It’s not up to us. The State Administration should initiate this process, not the electoral administration bodies. What I do know is that the municipal elections are scheduled for October 19, 2018, and from here to there is very little time. Today is the 5th of October; to the 10th of October 2018 is twelve months and five days. It is up to the competent bodies to make the decision, not us,” said António Chipanga, vice-president of the National Electoral Commission.

The National Electoral Commission (CNE) has confirmed that Nampula municipality will hold a midterm election as a result of the murder of mayor Mahamudo Amurane, but has not as yet advanced any date for the same.
Paulo Cuinica says that the law is clear. “In the event of a permanent impediment – in this case death – with more than 12 months remaining for the term of office,” there is time for an election.
Cuinica says that he could not advance any date as yet, but that were certain steps to be followed.
First, the municipal assembly must declare the death and inform the Ministry of Public Administration, which would then discuss the date of the election with the Council of Ministers.
Mahamudo Amurane was shot dead this Wednesday, October 4, in Nampula.
