Mozambique: Soldiers clear streets after political demonstrations

The government Joint Commission delegation has reacted firmly to news circulating in local and international media that an agreement for Renamo to indicate state governors in the six provinces where it is claiming victory in the 2014 presidential, parliamentary and provincial assembly elections has already been reached.
Jacinto Veloso went straight to the point: “This document is being misunderstood. And it [the misunderstanding] conveys a wrong perception of the consensus reached in the dialogue. An isolated agreement does not exist. The agreement is a result of the consensus reached in the four agenda points and not in isolation,” Veloso explained, adding: “Governance in the six provinces is not the only agenda point. We do not know whether it will be zero, two or five provinces, it all depends on the national interest.”
“Here there is no Renamo interest, no Frelimo interest, just the national interest. This is the spirit that guides our discussions. Our mission is just to prepare the meeting,” he stressed.
The consensus reached on the first agenda item, entitled “Governance of the six provinces,” provides for:
1 – A timely or substantial revision of the constitution;
2 – Review of the Law on Local State Organs and its Regulations;
3 – Review of the Provincial Assemblies Law;
4 – Approval of the Law of Provincial Governance Bodies;
5 – Approval of the Law of Provincial Finance;
6 – Review of the Law on the Organization and Functioning of Public Administration; and
7 – Review of the municipalisation model of all districts according to the Law 3/94.
All legislative matters, according to the agreement to be signed by President Filipe Nyusi and Renamo leader Afonso Dhlakama, are also to pass parliamentary scrutiny.
