The Democratic Movement of Mozambique (MDM) will file a proposal [in Parliament] for the revision of at least 36 articles in the Constitution in order to strengthen and consolidate the decentralisation and peace processes in the country.
The articles identified by the country’s second-largest opposition party are considered an obstacle to decentralisation and an exit from the current political impasse.
According to the final communiqué resulting from a meeting on “The Constitution and the Decentralisation Process in Mozambique”, senior party executives maintain that only a revision of the “Basic Law” will suffice to secure effective decentralisation.
The proposed revisions, which have not yet been made public in detail, cover issues such as “The unity of the Mozambican state; the rights, freedoms and guarantees of citizens; the organisation of political power” and others.
Regarding the judiciary, the proposal is that the sector is to be provided with “administrative and financial autonomy” in order to “ensure its independence from political power”, a condition considered essential for “the justice system to be a pillar of the rule of law and also a factor in economic efficiency”.
