The numerical data from the voter registration in Gaza province contradict all of statistical science.
The forecasts are greatly surpassed in each election year, which is reflected in an exponential increase in the number of Gaza’s parliamentary seats. In 2019, the number of parliamentary seats allocated to Gaza rose from 13 to 22. Those nine extra seats were taken from Nampula, Zambézia, Sofala and Inhambane.
In numerical terms, this year the INE had forecast registration of 260,698 voters in Gaza. But the final figures were registration of 649,987 voters. That is 249% of the INE’s forecast.
In cumulative terms, Gaza province registered about 1.2 million voters, which is 148% of the provincial target. Last year, ahead of the municipal elections, 538,000 voters were registered.
The figures announced on Thursday (2 May) by the National Elections Commission (CNE) are provisional, because, according to the CNE, “this number does not reflect the total number of voters registered, since there are difficulties in communicating with some registration brigades, and this causes delays in sending the statistical data”.
The registration of Mozambicans in the diaspora reached 117.6% of the projected number of potential voters. South Africa, Malawi and Zambia were the countries which registered most voters.
In four South African cities, namely Johannesburg, Durban, Mbombela and Cape Town, 212,000 voters were registered, which was 110% of the forecast.
Malawi registered 36,500 voters out of a forecast of 18.900, in two cities (Blantyre and Lilongwe), which was 192.8% of the target.
In the Zimbabwean cities of Harare and Mutare, 33,400 voters were registered, which is 137.7% of the target of 24,200. Tanzania registered exactly the same number of voters as forecast – 31,400
The CNE announced on Thursday (2 May) in Maputo, the provisional data from the voter registration that ended on 28 April. According to the CNE, 7.6 million voters were registered in 45 days. Added to those registered last year, the total number of registered voters is 16.3 million.
The number of voters registered is 102.3% of the forecast. This year, the CNE had forecast the registration of 7.4 million voters. The CNE’s forecast for the overall figure from both years was 16.2 million voters, but it eventually registered 16.3 million, which is 101% of the target.
In its report of Thursday (2 May) the CNE admitted that there were failings of communication between the Mobile-ID computers and the PVC printers during the voter registration.
According to the CNE, despite this problem with the printers, registration continued because the printers that were not operational were replaced. The company that supplied the printers repaired them. 10 printers were recovered in Nampula province alone.
A further problem was the loss of connection with the data base. On cloudy days, the performance of the solar panels declined. In these cases, the brigades resorted, as an alternative, to use of the power bank.
