Mozambique: President dismisses PRM police chief, appoints replacement

The sub-committee responsible for preparing draft decentralization legislation reconvened in Maputo on Wednesday, 6 October, with international mediators present, and began the consideration the Renamo proposal on governance of the provinces where the party claims to have won the 2014 elections.
The delegations are led by Alfredo Gamito, from Frelimo, and Jeremias Pondeca, from Renamo, and discussions having completed deliberations on the Constitution, where they ran aground on Article 304, which, referring to the provincial assemblies, states: “There will be a period of three years from the entry into force of the Constitution, to conduct the Provincial Assembly elections provided for in Article 142”.
The constitutional law already discussed was presented to international mediators, who, in turn, will take it for consideration by the full Joint Commission.
Sources close to the negotiation process told Canalmoz that, in its proposal, Renamo wants the choice of provincial governors to be incorporated in the Provincial Assemblies Law.
Essentially, Renamo wants provincial governors to be directly elected by voting from 2019, with competing parties or independent groups presenting candidates for the office of governor directly to voters.
Frelimo however considers that the matter would best be left until later.
The sub-committee will convene again on Friday and parties will next debate the Finance Law and the Law on Provincial Authorities.
