Mozambique: The first meeting of the new Council of State has been cancelled

Mozambican President Filipe Nyusi, speaking in his capacity as President of the ruling Frelimo Party, on Monday urged the Frelimo leadership and the Party’s parliamentary group “to sing the same tune”.
Speaking in Maputo at a meeting between Frelimo parliamentarians, members of the Party’s Political Commission and government members, Nyusi expressed his satisfaction at the role played by the Frelimo parliamentary group in ensuring that the country’s parliament, the Assembly of the Republic, approves key instruments for the development of the country. He pointed to the approval of the government’s five year programme for 2015-2019, and the annual Economic and Social Plans with their respective budgets. These were instruments that facilitated the speedy development of the country, he claimed.
He stressed that the role of the Frelimo parliamentary group is fundamental, since without the approval of key planning and budgetary document “everything that the people ask for would be impossible to achieve”.
“We cannot provide water or electricity without the approval of our plans for governance”, he said. “When we hear that this or that district doesn’t have electricity, what that really means there are only a few places without electricity, and that is thanks to the work that is being done”.
The Monday meeting, Nyusi added, was an attempt “to bring still closer together the Party leadership and the parliamentary group. We want to create the conditions for improving our working relations”.
“We need to coordinate so that we are all playing the same tune”, he declared, “and we need our orchestra to make rehearsals such as this meeting”.
“Quarrels sometimes arise, not because of political differences”, he said, “but because of unequal opportunities, and if we discuss these aspects, we will be making a contribution towards stabilizing our people”.
“We appreciate your willingness to discuss these matters”, he told the deputies, “and as a government we assure you that we will remain open to cooperate. But also as a Party, in whose leadership you placed me, we shall do everything to ensure a balance and to continue to work”.
The results of their discussions, he hoped, would lead to the success of the current sitting of the Assembly, which began on Monday morning. The sitting could be fraught with problems, since it may have to decide on key issues in the negotiations between the government and the Renamo rebels – notably the question of how the provinces are to be governed.
Nyusi stressed the need for stability – both political stability, in terms of securing a definitive peace, and macro-economic stability, including stabilizing inflation.
The head of the Frelimo parliamentary group, Margarida Talapa, said that the party’s work in the Assembly had not been easy, because of the very nature of the matters under discussion. “We have had difficult sittings, because of the delicacy of the materials”, she said.
After the opening speeches, the meeting continued behind closed doors.
