Mozambique is willing to make room for the implementation of the new cooperation proposal with Russia, in order to obtain better benefits for its social and economic development.
According to César Gouveia, national director for Europe and the Americas at the Ministry of Foreign Affairs and Cooperation, the 1st Ministerial Conference of the Russia-Africa Partnership Forum, which took place over the weekend in Sochi, Russia, defined a new aspect of cooperation between Russia and the African continent, at a time when the world is experiencing a complex transition from a unipolar to a multipolar world.
According to Gouveia, it is in this vein that Russia is looking at mutual advantages and moving towards establishing a more solid relationship with African countries in different ways, including economically.
“And Mozambique appears to join the African family in order to establish a partnership that aims to be different from the imposition of rules and conditions,” he said.
In the same vein, Gouveia stressed that he believed that this would be a positive relationship, because it would respect the interests and programs of African countries, endeavouring to contribute to the development of each of them.
He stressed that this was another way of being in the political and diplomatic domain that Mozambique considers to be of interest and on which it could embark to obtain more and better benefits.
According to Gouveia, this 1st Conference paved the way for strengthening existing bilateral relations with Russia, monitored through joint working committees, visits by heads of state and sectoral ministerial meetings in the various sectors.
He explained that the fact that this meeting was held in a multilateral format helped to create conditions for the African continent to exert more pressure, in order to obtain more gains.
However, he emphasized that Mozambique had chosen to maintain control of cooperation at a bilateral level.
At various meetings during the conference, Mozambique and the approximately 45 African countries present suggested that Russia support their industrialization so that they ceased to be more than just an exporter of raw materials, and rather started to process resources and export products with added value.
“This is a desire that also depends on the capacity of several factors inherent to each of the countries. But there is political will to transfer technology from Russia to African countries,” he stressed.
As to the aftermath of the event, César Gouveia said that Mozambique was leaving the meeting satisfied, because many central aspects and of national interest were included in the final document, with the emphasis on the international fight against terrorism and issues of socio-economic development, among other matters.
