Mozambique: Public consultation for “inclusive dialogue” will begin on 6 October

The interim leader of Renamo, Mozambique’s main opposition party, said today that it still wanted to see its members integrated into the State Information and Security Service (SISE).
“At no time [did Renamo give up its demand to join SISE]; it would be fatal if we did that, it would be suicide,” Ossufo Momade said in an interview with the weekly newspaper Canal de Moçambique.
Momade stressed that Renamo had never wavered in its requirement to integrate its members into the SISE in its negotiations with the government.
“So when I met President Nyusi in Beira, one of the most important issues was integration in SISE,” he added.
The same was true of discussions with the Contact Group, which includes international mediators, he noted.
“We need to integrate Renamo men in the secret services, because we all know that is where the problems come from. The killings, the kidnappings, the ambushes are all planned there,” Momade said.
Momade was alluding to accusations that Renamo has always levelled against the SISE: that its operatives carry out political assassinations of members of the opposition.
The announcement by the interim leader of the main opposition party comes as reports have begun to appear in the Mozambican press that Renamo has waived its demand for the integration of its staff into SISE as part of the peace talks.
In addition to integration in SISE, the negotiation process includes the presence of officers from Renamo’s armed wing in command posts in the Mozambican Defence and Security Forces and the already-achieved approval of the legislative package on decentralisation.
