Renamo has claimed that Frelimo party head of list and candidate for governor of Maputo province, Júlio Parruque, is ineligible to stand.
A week after the end of the deadline for the nomination of members of the provincial assembly and provincial governor, Renamo claimed publicly on Wednesday that the current provincial governor of Cabo Delgado, Julio Parruque, cannot be Frelimo candidate for the Maputo provincial assembly.
In response, Carmelita Namashulua, in her capacity of head of the Frelimo party’s central brigade to assist Maputo province, says that the law does not prohibit Júlio Parruque from running as head of list in Maputo province.
The law in question, 3/2019 of 31 May, establishes the legal framework for the election of the members of the Provincial Assembly and the provincial governor, and in paragraphs 1 and 2 of article 3, in conjunction with Article 10 of the same document, states that:
“Universal suffrage is the general rule for the designation of decentralised provincial governing bodies.” (Source: Article 3, paragraph 1);
“Universal suffrage is a right of the voter citizens resident in the province who are registered in their respective territorial constituencies.” (Source: Article 3, number 2);
Article 10 states that “a voter is a national citizen, resident in the province’s territorial circumscription who, at the time of the election, is eighteen years of age or older, is regularly registered to vote and is not covered by any disability provided for in Article 13 of the same law.” (Source: Article 10).
The ‘partridge’ party claims that the Frelimo heads of list in Niassa, Manica and Nampula are in a similar situation of illegibility.
