Mozambique: INGD begins disaster simulation exercises

All state and government institutions in Quissanga district, in central Cabo Delgado province, have closed their doors as a result of terrorist attacks, and have been operating only provisionally in Metuge district for about two months.
District administrator Bartolomeu Muibo said: “For obvious reasons, it is not possible to resume our activities in the districts and all the [Quissanga district] services are here in Metuge, from the district secretariat, health services, economic activities almost all of us are here.”
In addition to the insecurity created and the destruction of government buildings, the alleged terrorists have destroyed all state and government records in the district.
“Our archive was completely destroyed, and we are now trying to recover it from the information that exists at provincial government level,” Muibo revealed.
The last terrorist attack on the capital of Quissanga district took place on the 25th of March.
The alleged terrorists have raided four district capitals this year, namely Quissanga, Muidumbe, Macomia and Mocímboa da Praia. In the latter, almost all government buildings and the state archive were destroyed, and the security situation there, which has also forced the displacement of some government officials, means the resumption of government services locally is unpredictable.
Metuge is about 50 kilometres from Pemba, the capital of the province, and the district has received 20 thousand people displaced from Quissanga.
