Mozambique: Regionalism as a criteria in Political Dialogue Commission?

President Filipe Nyusi said yesterday in Washington that the government’s primary objective is to restore peace in Mozambicans on the basis of the country’s legal system.
Filipe Nyusi was addressing an audience of government officials, business people and representatives of non-governmental American organisations at the International Republican Institute before. The centre has promoted public debate of African issues with dignitaries including heads of state, decision makers and political analysts.
President Nyusi said he strongly believed in democracy as the best method of governance, but that it only becomes effective when exercised within a legal framework established by a constitution.
“Democracy outside the rule of the law boils down to mere will or political propaganda and anarchy,” Nyusi said.
The president said that peace was a burning desire of all mankind, particularly Mozambicans, adding that in democracy conflicts are resolved through dialogue and negotiation and not by resorting to violence.
The president explained that after independence, the Mozambican people inherited a country that had not been designed to be a state, but merely to serve colonial interests. Once independence was achieved, the people rolled up their sleeves and embarked on a mission of construction that was to be tested by a 16-year civil war.
Filipe Nyusi recalled that, for several years after the war, Mozambique was held up as an example of success and national reconciliation and began to register unprecedented growth, as an investment destination.
During the meeting, Nyusi talked about his own term as president, saying that since he took office in January 2015, he signaled an opening to dialogue, inclusion and interaction with all the forces of society. For the head of state, inclusion meant taking into account the various sensitivities to social justice and does not necessarily mean to bringing members of other parties into government.
He explained that all the ideas that have taken root in Mozambique are valid and should not be looked at in terms of party affiliation, racial or tribal issues or religion. The president also said that a process of dialogue aimed at ending the military instability in the country was underway. At the economic level, the government is promoting production and productivity, while in the social arena, the emphasis is on expanding basic services like water supply, electricity and schooling to areas that have long been considered too remote.
