Mozambique: CNFC announces end of manual phytosanitary certificate

President Filipe Jacinto Nyusi has urged contractors, technicians and managers in the construction sector to be proficient regarding the laws and regulations in force in the country, because only in this way would they contribute quality, resilient infrastructure at a reasonable cost.
“We want to appeal to all contractors or owners of the works, public or private, to improve the evaluation criteria of tenders, which are based not only on the best price, but on the situation where the best technical quality and price are combined” the president said.
The head of state was speaking at the VI Construction Gala 2018 in Maputo yesterday, an event that coincided with the launch of the Mozambican Federation of Contractors’ new magazine.
President Nyusi also urged the sector to put an end to the situation of unfinished, abandoned and poor quality works, reiterating that the government would continue to intensify the fight against corruption in the construction sector, especially in the process of contracting out public works.
The president noted that, in response to the outcry from all spheres of society, the government had recently created the General Inspectorate of Public Works, an important quality control body.
He emphasised that the creation of this institution was part of the government’s effort to create a healthy environment between contractors and society in general.
In his speech, President Nyusi called on contractors not to opt for low prices with no margin of risk just to ensure their selection, which has often been the reason why commitments have not been honoured.
“Avoid setting too-short deadlines as a way of impressing the owners of the works, and stop using low-quality materials which to sabotage your own efforts. And don’t employ technicians with qualifications unsuited to the size and complexity of the work,” the president advised.
