Mozambique: Government insists that LAM can be rescued

The representatives of the President of the Republic in the Joint Commission have accepted in principle the correction of alleged errors made in the integration or reintegration of former Renamo guerrillas in the Defence and Security Forces (FDS) under the Comprehensive Peace Agreement, it was announced by Jacinto Veloso at the end of yesterday’s session.
Remediation will be subject to the presentation by the Renamo delegation of a proposal for an operation model for the intention.
“The Renamo delegation is to submit a proposal for the correction of these possible irregularities and implementation errors to the integration or reintegration or confirmation of integration of Renamo elements in the Mozambique Armed Defence Forces,” Veloso said .
Renamo claims that its men were not integrated at the time either in the Police of the Republic of Mozambique (PRM) or in the Information and State Security Services (SISE).
Jacinto Veloso warned that the process leading to the eventual integration of the Renamo men should be studied and conducted on the basis of safeguarding the fundamental principles and interests of all Mozambicans. One of these principles is that the Defence and Security Forces must refrain from any action which might cause damage to national unity or exhibit party preference in fulfilling its mission.
The proposal on the revision of the General Peace Agreement arose yesterday afternoon during discussion of the third item on the Joint Commission agenda.
Also yesterday, the Joint Commission started a preliminary approach to agenda item number four, regarding the disarmament of Renamo and integration or reintegration of its men in society and the FDS, which, according to Jacinto Veloso, can only be discussed once the three prior items are agreed.
The joint commission teams mandated by the president and the leader of Renamo are currently at logger heads over a truce to permit the movement of international mediators to Serra da Gorongosa to meet Afonso Dhlakama.
Renamo says that only the withdrawal of FDS forces from their current Gorongosa positions to a distance of 100 km will suffice for the safety of the mediators. The government disagrees, maintaining that the FDS, with its mission of ensuring the safety and free movement of citizens, has every right to be anywhere in the country.
The Joint Commission will meet again on Wednesday and on Thursday will listen to a lecture on administrative decentralisation by a top academic.
