President Filipe Nyusi has promulgated laws establishing the National Criminal Investigation Service (SERNIC) and the Electronic Transactions.
A press release said that the laws were recently approved by the Mozambican parliament, submitted to the president and promulgated, “the Head of State having verified that they do not contravene the Basic Law [Constitution]”
SERNIC will replace the Criminal Investigation Police (PIC) and is aimed at developing criminal investigation capacity free from interference, organic dependency or hierarchical subordination to the General Command of the Police of the Republic of Mozambique (PRM).
To this end, in line with the legal instrument approved in July of last year, SERNIC will be subordinate to the Ministry of Interior and supervised by the prime minister.
SERNIC also aims to monitor the evolution of criminal phenomena, continuously adjusting its organization and functioning to the dynamics and demands of societal development, and increasingly specializing in the investigation of more serious and complex criminality.
The Electronic Transactions Bill is intended to prevent and combat crimes carried out electronically, also allowing the state to regulate and discipline electronic transactions.
The law, passed last November, results from a proposal submitted to the Assembly of the Republic by a committee of the Ministry of Science and Technology on the regulation of all types of transactions taking place within state institutions.
