President Nyusi announced the next steps in the implementation of the agreement signed between the government and Renamo on military matters in Maputo on Wednesday.
Four teams were created:
1 – A military affairs commission, with direct subordination of the superiors of both parties;
2 – The technical-joint group for the integration in the Defence Forces of Mozambique and the Police of the Republic of Mozambique;
3 – The technical group for disarmament, demobilisation and reintegration, to be headquartered in Beira; and
4 – A monitoring and verification technical group, based in Gorongosa.
The mission of the military affairs commission is to “plan activities to ensure the oversight and implementation of the consensus document between the parties; ensure the permanent cessation of military hostilities; and propose measures to prevent and investigate possible violations or infractions”. It will also have the mission of “ensuring the disarmament, demobilisation and reintegration of the armed Renamo men”.
The technical-joint group for integration was assigned, among other tasks, implementation of the inclusion of scheduled Renamo officers: “To study and evaluate the individual files of the Renamo officials listed in the lists, and the training and adequacy of the above-mentioned officers.”
The technical and joint group for disarmament, demobilisation and reintegration will have the following main tasks.
– To prepare the plan of activities and the schedule for the implementation of disarmament, demobilisation and reintegration;
– To receive from Renamo information on its armed forces, their location, possessions and other military equipment;
– To conduct inquiries and interviews in order identify the beneficiaries’ options on the basis of which they can recommend the socio-economic reintegration of the Renamo elements; and
– To ensure that, at the end of disarmament, demobilisation and reintegration, all [Renamo] bases and centres are completely free of warlike and explosive devices.
The Joint Monitoring and Verification Group, under the guidance of the Military Affairs Commission, will “ensure the monitoring and verification of the implementation of disarmament, demobilisation and reintegration of the Renamo armed elements and the cessation of military hostilities, strictly observing the consensus document conformed by the superiors”.
As a way of ensuring compliance with the implementation of the agreement, an international contact group has been created comprising the Swiss ambassador (president), the United States ambassador (vice-president), and the ambassadors of the European Union, the People’s Republic of China, Botswana, the United Kingdom and Norway.
The head of state announced that another international group, working closely with the technical group for disarmament, demobilisation and reintegration, would also be set up.
This group “should be based on impartiality, have proven experience in disarmament, demobilisation and reintegration, United Nations peace support, leadership and management experience, as well as personnel management,” the president said.
The commissions began their official work yesterday (Wednesday).
