The policeman who shot a young man dead in the southern Mozambican city of Matola early on Sunday morning has been arrested and will face both disciplinary and criminal proceedings, according to a report on the independent television station STV.
The policeman, whose name has not been released, shot 20 year old Edson Mutembe as he was leaving a party in a house opposite the residence of the Maputo provincial police commander, Jeremias Machaieie. Mutembe lost so much blood that he died shortly after neighbours had taken him to Maputo Provincial Hospital.
The spokesperson for the Maputo Provincial Police Command, Emidio Mabunda, told STV that the policeman involved was 26 years old and had been in the police force for the past four years.
Mabunda added that the policeman was drunk, and there was no justification for opening fire on Mutembe merely because he was in the same street as the provincial commander’s homes. There were no restrictions on people walking along that street at any time of day or night.
“Streets where access is limited are signposted by the Municipal Council”, said Mabunda, “which isn’t the case with that street. The policeman acted in an excessive manner, and he will certainly be held responsible”.
Since there was no intent to kill, the policeman will probably not be charged with murder. He could be charged with grievous bodily harm, occasioning death, which carries a maximum prison sentence of eight years.
