Mozambique to reduce powers of provincial Secretaries of State

The Police of the Republic of Mozambique (PRM) warns that it is properly prepared to ensure order, security and public tranquillity throughout the country, according to state-owned Mozambique News Agency (AIM).
According to an AIM report sent out on Wednesday night, this warning comes in the wake of rumours circulating on social networks of alleged preparations for demonstrations.
“The PRM, under the powers conferred on it by law, and being attentive to information circulating, will, as always, intervene to ensure that such behaviour as occurs will not endanger public order, security and tranquility,” the statement reads.
The document states that, although constitutional, the exercise of the right of assembly and demonstration in Mozambique must follow legally established rules and principles.
The PRM therefore “urges all citizens to distance themselves from any acts that endanger public order, security and tranquillity, and remain calm and vigilant, denouncing all situations that may alter the normal peaceful coexistence of our country’s citizens”.
These rumours come as the country is preparing to recognize International Workers’ Day celebrations on May 1st and on the eve of the 16th Conference of the International Observatory on Participatory Democracy.
The PRM statement concludes by reiterating that the body will continue to ensure public order, an indispensable condition for the free exercise of fundamental rights and freedoms of Mozambique’s citizens, and to ensure harmonious coexistence and the full operation of public and private institutions in the country.
It will therefore “not tolerate any conduct that threatens public order, security and tranquillity”.
Rumours calling the demonstrations were supposedly triggered by the recent decision of the International Monetary Fund to suspend financial assistance to Mozambique after the discovery of undisclosed loans guaranteed by the government amounting to more than one billion dollars.
On Tuesday, government spokesman Mouzinho Saíde claimed that the state-guaranteed loans totalling US$1.157 billion taken out by Proindicus and Mozambique Asset Management were for the defence of national strategic interests and aimed at protecting strategic infrastructure, including the exclusive economic zone, and providing naval equipment maintenance services.
