CIP Mozambique Elections: General Strike maintains its noisy momentum; Txopelas show a gentler side

The secretariat of the Central Committee (CC) of Frelimo will be restructured at its extraordinary session scheduled for the 5th February. The restructuring is aimed at addressing the incompatibilities of four of its members also being parliamentary members of the majority bench in the Assembly of the Republic, according to the directive on internal party elections.
According to this directive PMs Sergio Panthie, member of the Political Bureau, secretary for the Party Organization and deputy head of parliamentary group, Edson Macuacua, secretary for Economic Area and chairman of the Committee on Constitutional Affairs and Legality of Parliament, Carlos Moreira Vasco, Secretary for Social Organizations, and Damiao Jose, Secretary for Mobilisation and Propaganda and spokesman, should not be permitted to hold positions in the CC’s Secretariat.
Speaking on Friday to Noticias, Damiao Jose explained that the directives stipulate that the function of a member of parliament is incompatible with that of a member of the Secretariat of the Frelimo Party Central Committee. Thus, the 197 members of the body will respect the proposal of the party’s directorate to restructure the Central Committee Secretariat, and the need to fill the vacancies left by these MPs.
To date the possible candidates are not yet known but will be announced in due course, according to Damiao Jose. The directive stipulates that the applicants should be made public at least 24 hours before the meeting.
According to the guidelines, applications are not open, the names of the new members of the Secretariat are proposed by the bodies or by a group of Central Committee members. Asked if one could consider the CC to propose the removal from office of all members of the Secretariat, including the Secretary-General, under the new governance cycle, Damiao Jose replied as follows:
“The governance cycle is new but Frelimo remains the same. What we do is to fulfil missions and always be loyal to our leaders. The complete restructuring is not an option out of the directive on the internal elections, but the Central Committee is the highest organ of our party in the interval between congresses and it is sovereign. Nothing prevents it from coming up with another item on the agenda.”
Damiao Jose said the Central Committee secretaries who will no longer perform their duties as such, will do everything in parliament to continue to dignify and honour their mandate.
Meanwhile, Damiao Jose added, the process of internal elections, which began July 11, 2015, covering the cells, circles and area committees, aimed at revitalizing the organs in the light of the party’s statutes, ended in a comradely and festive atmosphere.
Across the country the party has 346,696 cells, 11,513 circles of committees and 268 district committees. Until now the Frelimo Party accounts 4,253,630 members from the Rovuma to Maputo and from the Indian Ocean to Zumbo.
The Central Committee’s Secretary for Mobilisation and Propaganda said that the aim of the process is to keep the party active throughout the country, so that it can continue to be a force of change.
“Frelimo continues to work towards the consolidation of peace and national unity, key factors in ensuring well-being,” he said, adding that the party appeals to the common sense of those who try to undermine harmony and peace, to refrain from taking action contrary to the Mozambican people, in an implicit reference to Renamo.
Jose welcomed and encouraged Renamo members who voluntarily leave the bush to surrender to government authorities. In this way they move on, according to Damian Joseph, to being useful to their families and to society as a whole.
“We appeal to any citizens in the bush to follow the example of these (those who have already surrendered), it is not by walking in the bush that they will build a future for themselves and their country. One day Renamo will understand what the Mozambican people have been through. The people do not forget their history, “he said.
