Mozambique’s President Filipe Nyusi can be notified in the case currently underway at London’s Superior Court in connection with the so-called ‘hidden debts’, the Attorney General’s Office of Mozambique (PGR) confirmed this Tuesday.
Britain’s Superior Court has authorised Privinvest entities and its owner, Iskandar Safa, to notify President Filipe Nyusi in the civil cases brought by the Mozambican PGR in connection with the ‘hidden debts’.
The news, already advanced by some media, was made public on Friday, May 28, in an order from the London Superior Court whose authenticity was confirmed this Tuesday by the PGR.

At issue is a civil lawsuit filed in 2019 by the PGR against entities and executives of Credit Suisse and Privinvest, seeking to annul the US$622 million owed to Credit Suisse by the company Proindicus and claim compensation for all losses resulting from the hidden debt scandal.
In February of this year, entities of Prinvivest and its owner Iskandar Safa asked the Superior Court for authorisation to notify the President of the Republic, Filipe Nyusi.
The London court determined that “the claimants are authorised to notify the Fourth Party: a) by direct notification (…) at the Ponta Vermelha Palace, Maputo, Mozambique and/or at the President’s Office, Avenida Julius Nyerere 1780, Maputo, Mozambique or anywhere else in Mozambique; and by notification through different diplomatic channels, as permitted by Mozambican law and the rules of civil procedure in England”.
According to the order, under the English rules of civil procedure, Filipe Nyusi must, within 23 days of receipt, acknowledge receipt of the notification and admit or contest the facts.
The London court also authorised Iskandar Safa and Privinvest entities to notify those whom the document considers relevant third parties, namely Manuel Chang, former Minister of Finance; António do Rosário, chairman of the three companies involved in the loans; Armando Emílio Guebuza, former President of the Republic; Armando Ndambi Guebuza, son of the former President of the Republic; and Gregório Leão, former Director of State Intelligence and Security Services (SISE).
Meanwhile, according to the document, “any of them may request the rejection or amendment of this order within seven days after being notified of it. If, however, any of them contests the jurisdiction of the Court, in accordance with the Rules of Civil Procedure, they may request the rejection or the amendment of this order (…) within 28 days after receiving or becoming aware of the notification”.
