Mauritius back on top of Africa’s Happiness List, Mozambique ranks 5th in 2025

Earlier this month, the Sofala Provincial Office for Combating Corruption (GPCCS) asked the Sofala Provincial Education Directorate to provide a list of all schools in the city of Beira that have been charging fees for the payment of security guards.
According to the document consulted by ‘Carta’ dated 13 March, 2025, the GPCCS requested that the information be delivered within five days, the note further clarifying that the information is requested under the terms of an ongoing case under the provisions of article 7 of Law no. 1/2022, of 12 January.
In the document, the GPCCS also requests provision of the legal diploma that provides for the collection of fees from students and guardians in order to pay the salaries of security guards in public schools.
Fees for the payment of security guards are charged throughout the country. Allegedly, students in some schools are prevented from attending classes because their parents or guardians have not paid them.
The Ministry of Education and Culture admits it is aware of such fees being levied, but says they are not mandatory.
When contacted by Carta about the ongoing case in Sofala, Ministry of Education and Culture spokesperson Silvestre Dava said he was not aware of the matter.
