The Assembly of the Republic will hold an extraordinary session to enable a legislative reform, introducing changes to some rules currently in force in order to accommodate new constitutional order, following the approval of the amendment to the fundamental law of the country.
The chairman of the Parliamentary Committee on Constitutional Affairs, Human Rights and Legal Affairs, Edson Macuácua, explained that the law most urgently in need of reform regulates the election of mayors, since the electoral process underway will be governed by the regime established in the new text of the Constitution.
The initiation of legislative reform will occur as soon as the president promulgates the amendment of the constitution.

Although it is the responsibility of parliament’s Standing Commission to convene the sessions of the legislative body, information obtained by the “Noticias” from sources of the Assembly of the Republic says that the “extraordinary” is likely to take place in the second half of June.
According to Edson Macuácua, after the approval of the law regulating the election of autonomous bodies, the Assembly of the Republic must work on other legal provisions in order to implement the various new provisions of the constitution. He added that the legislative technique adopted for the amendment of the fundamental law of the country refers all aspects of the organisation, composition and functioning of the new organs to better regulation in ordinary law.

The president of the Standing Commission added that the model chosen for amendment of the fundamental law of the country is ‘sui generis’ and innovative, because it is based on the reality and experience of Mozambique.
The provincial governing bodies, in the light of the amendment, have a triple supervisory, representative and normative nature.
