The Mozambican parliament today postponed the debate and vote on a draft law establishing a legal regime for combating and suppressing terrorism, O País reports. Renamo has asked for more time to analyse the opinions issued by the specialised parliamentary commissions, adds the same source.
Meanwhile, Lusa News agency reported that the articles that were to be discussed and voted today had been analysed and prepared for debate this Monday by the Parliamentary Commission on Constitutional Affairs, Human Rights and Legality.
The proposal was approved by the Council of Ministers on October 24, 2017, a few days after an armed group of apparent Islamist inspiration besieged the village of Mocímboa da Praia in the north of the country.
Although there is a general approach to terrorism in the Mozambican criminal code, the government considers it necessary to create a law that prioritises preventive measures and defines penalties for offenders, Lusa reports.
The draft law aims to “neutralise”, for example, “people who may join training” or finance terrorism-related actions through crimes such as money laundering or drug trafficking, the Council of Ministers spokeswoman said at the time.
