Parliament adopts bill on new district headquarters

A government bill on the creation of headquarters of the three new districts in the southern Mozambican province of Gaza was passed in the country’s parliament, the Assembly of the Republic, on Wednesday.

The new district of Mapai results from splitting in two the enormous but sparsely populated district of Chicualacuala. Limpopo district has been carved out of the existing district of Xai-Xai, while Chonguene district consists of areas taken from the current districts of Xai-Xai and Mandlakazi.

The latest law defines Conjoene as the district headquarters of Chonguene, Nuvunguene as the headquarters for Limpopo, and Mapai as the headquarters for the district of the same name.

The bill was passed with 144 votes in favour with 77 against.

Speaking in favour of the proposal, Goncalves Maceda from the ruling Frelimo Party said that the law was meritorious, timely and relevant. He added that local people are in favour of the move and that the law complies with the constitution.

He stressed, “we are voting in favour because the parliamentary benches of Frelimo, reflecting the desires and aspirations of the people, supports the development and improvement of the quality of life of the residents of Gaza”.

However, Elisa Silvestre from the opposition party Renamo argued against the proposal on the grounds that the districts lacked the infrastructure for essential services such as schools, hospitals and financial services.

Jose de Sousa from the third parliamentary party, the Mozambique Democratic Movement (MDM), told parliament that “we are voting in favour because we are for development and for bringing the services of the public administration closer to the Mozambican people”.

Parliament also approved by 144 votes to 79 the transfer of various administrative posts between districts in Gaza.

Thus, the administrative post of Chissano will move from Bilene district to the new district of Limpopo; the administrative posts of Chicumbane and Zongoene transfer from Xai Xai to Limpopo, and the administrative post of Chonguene will transfer from Xai Xai to the district of Chonguene.

Furthermore, Mazucane and Nguzene move from Mandlakazi to Chonguene, and the locality of Machaila and the administrative post of Mapai move into the new district of Mapai.
