Mozambique recorded encouraging progress in the areas covered by the African Peer Review Mechanism (APRM) in the last three years, despite what natural disasters generated, such as the death of hundreds of people and destruction of infrastructure and social fabric.
Such was the view shared by the President of the Republic, speaking from Maputo on Thursday at the 30th African Peer Review Forum of Heads of State and Government, held virtually due to Covid-19.
Filipe Nyusi presented the national report on the actions implemented in the four governance areas under review: democracy and political governance, economic governance and management, corporate governance, and socio-economic development.
The president pointed out that, while recovering from the impacts of tropical cyclones Idai and Kenneth (in 2019), the country was ravaged by heavy rains and winds, lightning and floods. Last December, Cyclone Chalane caused deaths and further destruction.
Regarding democracy and political governance, the head of state spoke of the understandings in the political dialogue, the adoption of decentralisation in the light of which the 2018 local elections and the 2019 general elections were held.
He highlighted the election of provincial governors which, in his view, strengthens the power of the local population to decide on their leaders and programmes.
On peace consolidation, the country is implementing the agreement signed in August 2019, based on which the Disarmament, Demobilisation and Reintegration (DDR) of residual Renamo forces is taking place.
As for Justice, the nation’s highest magistrate told his peers that the focus is on expanding the institutions and services for judicial promotion and assistance and improving the quality and speed of proceedings. Mozambique has therefore started a programme of construction and equipping of courts in all districts.
The reform of public administration, the promotion of transparency in management, institutional capacity building and changes in civil service careers were other fronts listed by the president.
As for economic governance and management, President Nyusi said that his government has started reforms in public finances and improved relations with cooperation partners due to the recovery of confidence in the financial market.
“As a corollary, the volume of development support from cooperation partners increased, making it possible to start structuring programmes,” he said.
The head of state also mentioned investments in safe water supply infrastructure, thanks to which 1.1 million more people now have access to the resource, raising coverage from 55% in 2018 to 62% last year.
