Filipe Nyusi, still President of the Republic and president of Frelimo, took advantage of his last speech in the Assembly of the Republic to leave some “homework” for the deputies of the 10th Legislature.
These include the separation of powers between the various state bodies, perfecting the current model of decentralized provincial governance, reassessment of the electoral package and “perfect the regulatory regime for the activities of non-governmental organisations (NGOs) in Mozambique, preventing their action from being confused with the action of political parties or with parallel government activity”.
Nyusi, after leading the inauguration ceremony of the deputies of the 10th Legislature of the Assembly of the Republic, challenged them: “One of the issues that raises debate has to do with the balance, the separation of powers between the various state bodies. There is an urgent need to improve the political system and the type of state and government that Mozambicans want, a political system that can best respond to the current political, economic and social dynamics and to the interests of the Mozambican people, not of groups. The Assembly of the Republic is the space for improving this debate, and parliament must take the lead in the reforms that are needed to consolidate the democratic rule of law, taking into account internal and global transformations.”
“The new paradigm of decentralization initiated with the 2018 Constitutional Amendment is a fundamental matter that the current Legislature must pay special attention to,” President Nyusi urged. “From the reflections made by the Commission created for this purpose, as well as from debates at the civil society level, it is increasingly clear that it is necessary to improve the current model of decentralized provincial governance.”
“Legal reform is another aspect that the Assembly of the Republic should put on its agenda in conjunction with the executive and judicial powers,” he added.
Filipe Nyusi also recommended that “the regulatory regime for the activities of non-governmental organisations in Mozambique also needs to be perfected in order to ensure their regular and transparent functioning, preventing their actions from being confused with the actions of political parties or with parallel government activity”.

President Nyusi also recommended that “the electoral package be reassessed with the utmost calmness, without haste and without emotions, and that an electoral model be adopted”. This new electoral model should be “more sustainable in terms of costs at the level of political parties as well as in the electoral administration machinery”, and should “inspire greater confidence among citizens in relation to the electoral bodies”.
