Mozambican President Filipe Nyusi on Friday urged public institutions and their managers to become a mirror of integrity and transparency in the management of public assets.
Speaking to a group of state employees who went to greet him on the occasion of United Nations Public Service Day (which is celebrated on 23 June each year), Nyusi stressed that in commemorating this date members of the public administration should reflect upon their own role, rights, duties and conduct.
The theme for this year’s celebrations is “Strengthen Public Institutions, Promote the Productive Sector, and Fight Against Corruption”. Nyusi said this motto expresses the challenges facing the public administration in complying with its role of facilitating the development of Mozambique.
“We cannot tolerate bribery, illicit charges, diversion of funds, falsification of documents, tampering with tenders, theft and favouritism, among other forms of corruption”, said the President.
Corruption not only holds back development, but it also reduces citizens’ trust in state institutions, added Nyusi, stressing that public servants should regard fighting corruption as a collective commitment.
He recalled that the African Union has declared 2018 as “Anti-Corruption Year”, and so government strategies in this area are also harmonised at continental level.
“The actions under way seek to strengthen integrity, and the transparency of administrative acts, and to build up capacity and preventive mechanisms”, Nyusi said.
He recognised advances in the quality of the Mozambican public service. 67 per cent of public servants now have mid-level or higher education, compared with only 24 per cent ten years ago.
“We are aware that, despite the reforms made, there is still much to do to satisfy public employees with regard to wage improvements, promotions, career changes, training and housing”, Nyusi added.
