Mozambican President Filipe Nyusi on Wednesday challenged graduates from the Police Science Academy (ACIPOL) to prevent and fight against cybercrime.
Speaking at the ACIPOL campus in Marrracene district, about 30 kilometres north of Maputo, at the 13th ACIPOL graduation ceremony, Nyusi said cybercrime has perverse effects on the economy, because it spreads rapidly and it can be difficult to repair the damage caused.
He stressed that, in a world dominated by information and communication technologies “it is fundamental that our forces of law and order should have complete mastery over these tools”.
Nyusi regarded it as important that graduates from the Academy should have the training required to arrest those responsible for cybercrime and to take measures to prevent further damage.
“ACIPOL should enhance its methods of education”, he urged. “This will enable its graduates to combat the crimes of the 21st century”.
Turning to the recent wave of lynchings, in which people have taken the law into their own hands to murder alleged thieves, Nyusi said “a comprehensive approach is required so that we can understand the true causes, and design the most appropriate solutions to face this phenomenon”.
He also urged the graduates to use their skills to interpret the reasons for mob attacks against police stations, which have sometimes resulted in their destruction. (Such attacks occurred last year in the central province of Zambezia, for example, during the hysteria about “vampires” whom the police were supposedly protecting).
For his part, the Minister of the Interior, Jaime Monteiro, said that the graduation marks a new stage in the life of the graduates, and he challenged them to ensure heightened security for Mozambican citizens.
“We believe that you will improve the work of police agents, by linking theoretical knowledge with practice”, he declared.
