The Norwegian group OSM Africa Ld signed a memorandum on Thursday with the Mozambican government, under which OSM will revive the Mozambican Higher School of Nautical Sciences, with the purpose of transforming it into a centre of excellence in training.
Signing the memorandum were the permanent secretary of the Mozambican Transport Ministry, Pedro Ingles, and the Director of Operations of OSM, Basil Gianouris. The agreement was witnessed by Transport Minister Carlos Mesquita and the Norwegian State Secretary for International Development, Jens Frolich Holte.
Under the memorandum OSM should, within the next four months, draw up a viability study for developing the project to relaunch the Higher School of Nautical Sciences.
Cited in a Transport Ministry press release, Mesqita said the Norwegian support comes at a time when coastal shipping is about to be revived, and the country is receiving important projects that will need skilled merchant navy personnel.
“This understanding”, he said, “is the result of work to mobilise partnerships for the international certification of the Higher School of Nautical Sciences, so as to train staff who can respond to the needs of national coastal shipping, fisheries, and the logistics of the hydrocarbon industry”.
For his part, Holte said the memorandum opens a further window for strengthening the relations of cooperation between Mozambique and Norway. Both sides, he said, must now wait “for the specific proposals that will arise from the viability study”.
Holte is a member of a Norwegian delegation visiting Mozambique, headed by the Deputy Minister of Petroleum and Energy, Ingvil Tybring-Gjedde. The delegation was scheduled to end its visit on Friday.
