New deputy chief of staff for FADM: Former Renamo officer Raul Dique

Mozambican President Filipe Nyusi on Friday appointed Maj-Gen Raul Dique as Deputy Chief of Staff of the country’s armed forces (FADM), replacing Lt-Gen Olimpio Cambona.
Previous posts held by Dique include commander of the air force and Inspector of the FADM. In accordance with Dique’s new post, Nyusi promoted him to the rank of Lieutenant-General.
Both Dique and Cambona were originally officers in the rebel movement Renamo, who joined the FADM when it was formed out of volunteers from Renamo and from the old government army, the FAM/FPLM, in 1994.
Dique’s appointment maintains the tradition, dating back to the creation of the FADM, that the Chief of Staff is a former officer of the FAM/FPLM, while his deputy is a former Renamo officer.
Thus figures originally from Renamo continue to hold senior posts in the FADM, despite the low level insurrection currently waged by Renamo in the central provinces.
Meanwhile, the Joint Commission between government and Renamo delegations met again in Maputo on Friday, but neither side was willing to speak to the press. The foreign mediators talked separately with reach of the two delegations, but the mediators also declined to tell reporters what had been discussed.
It was widely expected that, after reaching a consensual position last Wednesday on decentralization, the Joint Commission would by now have moved on to discussing how to obtain a cessation of hostilities.
The Joint Commission will meet again on Monday.
