The new version of the proposal on decentralisation in Mozambique presented by international mediators in the peace negotiations between the Government and the Mozambican National Resistance (Renamo) has been finalised.
According to Mario Raffaelli, the coordinator of the mediation team in the peace negotiations in Mozambique, “the document is ready and we will hand it over to both parties today (November 18)” he said.
In the document presented by the mediators to the government and Renamo delegations in October, a “package of principles related to the decentralisation process” was proposed, within the scope of the main opposition party’s demand to govern in the provinces where it claims victory in the 2014 general election.
“Principles that should guide the law”
“It is not a document presenting a law; it is a document that sets out the principles that should guide the law,” European Union-appointed mediator Mario Raffaelli explained at the time, stating that, once harmonised with the contributions of the two parties, it would go to the Assembly of the Republic later in the month.

This new version results from the responses of the Government and Renamo delegations accepted at the beginning of this phase of the dialogue, which started last Monday (14 November 14) after a break of two weeks.
In addition to the demand by Afonso Dhlakama’s party to govern in the six provinces and the immediate cessation of hostilities, the negotiation agenda includes the separation of the Defense and Security Forces, including the police and state intelligence services, from political parties and the disarmament of the Renamo armed wing and its reintegration into civilian life.
The central and northern region of Mozambique has been the scene of clashes between the armed wing of the main opposition party and the Defence and Security Forces and mutual denunciations of abductions and assassinations of political leaders on both sides.
Renamo in turn accuses the Defence and Security Forces of conducting military operations against party positions.
Saimone Macuiane replaces murdered Renamo negotiator

Renamo has appointed Saimone Macuiane to replace Jeremias Pondeca, who was murdered in October , in the ongoing peace negotiations in Maputo.
Macuiane was the head of the Renamo delegation in the negotiation process which culminated in the signing in September 2014 of the Agreement on the Cessation of Military Hostilities between then-President Armando Guebuza and Renamo leader Afonso Dhlakama.
Macuiane replaces Jeremias Pondeca, former member of the Renamo delegation to the peace negotiations and a State Councillor, murdered in Maputo by unknown individuals in October.
