Paulo Vahanle, the mayor of Nampula City Council, who was sworn in yesterday, called on all residents to cooperate in the implementation of governance programmes and help make the city cleaner, more welcoming and better developed.
Vahanle was making his first speech as president of the municipal council, the fruit of his victory in the March 14 second round of the Nampula by-election.
According to the newly sworn-in mayor, the electoral manifesto, translated into a municipal governance programme, is based on the country’s development objectives and Renamo’s policies, which advocate participatory democracy and good governance, respect for the public good and fighting corruption.
He reiterated his commitment to working seriously and responsibly to achieve the well-being and prosperity of all the citizens of the city of Nampula, in fulfilment of his campaign promises.
“We want the city of Nampula to be clean, quiet, safe and transformed into a garden where children, young people, adults and all citizens can be proud of being Nampulans. To do this, we must have a common denominator, which is cooperation. Our city needs all of us, without exception. We’re all going to roll up our sleeves and make our home in Nampula,: Vahanle said.
The government representative on the occasion, Minister of Labour, Employment and Social Security Vitória Diogo, stressed that the exercise of democracy in the second round of the by-election took place in an environment of harmony, coexistence, peace, tranquillity and civility, principles which, she said, should guide peaceful and harmonious coexistence in a state governed by the rule of law.
The minister said that the exercise of the functions of president of the Municipal Council of Nampula City demanded responsibility and a sense of service, calling on the new mayor to promote permanent contact with the residents, emphasising consultation and sharing of ideas and concerns.
Diogo said this exercise entailed obligations that go beyond the strict and rigourous observance of the law in an approach to inclusive management of communities, with respect for the principles of equality and impartiality in the treatment of citizens, the management of public affairs and commitment to improving the living conditions of the citizens.
She said that the government would continue to play its role of administrative guardianship, reiterating support for the successful implementation of the municipality’s economic and social development programme.
Paulo Vahanle won the second round of the by-election with 58.6 percent of the vote, as against Frelimo candidate Amisse Cololo’s 41.4 percent.
