The municipality of Beira says it has not received investment funds or municipal compensation from the central government since October last year.
The Councillor for Finance at the Municipal Council of Beira, Francisco Majoi, says that the non-delivery of funds for the payment of wages and the development of projects in the municipality has political motivations and aims to make good governance impossible.
This municipality is managed by the Democratic Movement of Mozambique (MDM) party.
The city, the second most important in the country, should receive 32 million meticais (US$500,000) in investment funds every quarter, and 28 million meticais (US$437,000) from the municipal compensation fund.
“We have still had no response from the central government, only a verbal promise that the provincial government is making efforts with the Treasury to see that they transfer this amount,” Majoi said.
Majoi said that “this is creating a lot of constraints in our [budgetary] execution. We have contracts from last year which have not been paid. We are living on top of great difficulties, and we do not know what awaits us”.
VOA contacted Sofala’s provincial finance and economy department, the local body that allocates funds to municipalities, which promised to deliver a clarification in the next few days.
The head of the sector, Araujo Francisco José, recently sworn in to the post, said he was not in a position to respond, as he was still learning about the institutions’ affairs.
