MozParks participated in the Türkiye–Africa Business and Economic Forum (TABEF 2025) in Istanbul this week, joining the Mozambican business delegation to present its industrial development model and expansion strategy to international investors and policymakers.
Speaking on the panel “Financing Infrastructure Needs of Africa: Türkiye’s Build-Operate-Transfer Experience as a Model for Africa’s Infrastructure Development,” Chairman Adrian Frey outlined how MozParks is developing a national network of 20 industrial parks to attract investment, create jobs, and expand value addition inside Mozambique.
He pointed to Beluluane Industrial Park as a proven model, hosting more than 70 companies, 10,000 direct jobs, and generating income for over 100,000 people. The same concept is now being extended to Cabo Delgado, where the Provincial Government has adopted a legal framework which requires suppliers and service providers of oil, gas, and mining projects to operate from within industrial parks.
“An industrial park is, in essence, an ecosystem: it connects investors with opportunities, suppliers with markets, and people with jobs,” said Frey. “This new framework is a milestone for Mozambique. It ensures that large-scale projects generate real local content by sourcing goods and services from within the country, while industrial parks provide the structure, standards, and oversight that make this possible.”
The Cabo Delgado Parks initiative, developed in partnership with the provincial government, includes four industrial parks and two logistics bases to host suppliers, manufacturers, and SMEs linked to the extractive sector. Together, they form part of a broader effort to decentralize industrial growth and turn Mozambique’s resource wealth into long-term economic opportunity.
MozParks’ participation at TABEF reflects Mozambique’s growing presence on international investment platforms and underlines the country’s commitment to building an industrial base driven by local participation, regional integration, and sustainable development.
