Employees at the organic sugar plant in Chemba district, Sofala province, have not been paid for three months.
The company is going through an unprecedented crisis, which has been going on since last year.
More than 800 workers have not received their wages since March. Several meetings between the workforce and company management have failed to overcome the problem.
The secretary of the Trade Union Committee at the Chemba plant, Gabriel Sina Cossa, said that the employers had promised at the last meeting to pay outstanding wages by last week, but this had not happened.
Cossa said that strike action was a possibility, but was not planned for the immediate future.
