Mozambique: Slight decline in traffic through Maputo port in 2024

The President of the Republic, Daniel Chapo, has announced the creation of a State Procurement Centre (CAE) to supervise all public purchases and reduce corruption in Mozambique.
In addition to planning, coordinating and monitoring procurement processes, the CAE will ensure that each metical is invested fairly and efficiently.
Daniel Chapo was speaking during his inauguration ceremony as the fifth President of the Republic this Wednesday (15-01) at the Praça da Independência in Maputo.
“Enough with corruption, disorganization and lack of transparency! Let’s start with the state procurement process,” said Chapo, stressing that, in addition to combating corruption, the CAE will also restore the dignity of the public procurement system.
According to Chapo, the CAE will be led by honest people of recognized merit and competence in Mozambican society. “But we will not stop there! We will strengthen oversight and control by creating a State Inspectorate-General,” he stressed.
Chapo explained that the State Inspectorate-General (IGE) will answer directly to the Presidency of the Republic, and will be fully independent, reporting annually to the Assembly of the Republic (AR), the country’s parliament.
“Anyone who is corrupt or has practiced corruption will be included in the report and the respective disciplinary or judicial measures taken. Technology will also be our ally,” the head of state said.
Daniel Chapo also pledged that the digitalisation of state services would be accelerated, making them more accessible, faster and safer, which will not only reduce costs but also, according to the president, make corruption more difficult.
Regarding public companies, Chapo guarantees strong and rigorous supervision, with each company creating independent committees comprising highly qualified professionals to monitor investments and strategic decisions.
“We want a state that operates in full view of everyone, with transparency and good governance, publishing clear and transparent reports on profits, expenses, debts and even situations of conflict of interest,” he highlighted.
In the new legislation and structural changes, taxes on operations will be withheld directly, which, according to Chapo, ensures that each activity contributes to development.
“We will also adapt to the digital age. It is essential to tax digital transactions carried out in our country,” he stated.
