Drivers using Julius Nyerere Avenue in Maputo are reporting illegal charges levied by waste pickers on the stretch between the Expresso stop and the Hulene landfill. Organized groups of three to six people have been blocking the road and demanding amounts of between five and 10 meticais for the “safe” passage of vehicles.
The practice began in October during the post-election demonstrations, and has been gaining traction, especially during rush hour. “If we refuse to pay, they hit our vehicles with sticks and/or stones. I saw one driver try to pass without paying, and he had his side window smashed,” said motorist Alberto Massango.
He added that, faced with acts of vandalism, many drivers end up giving in to blackmail to avoid damage to their vehicles. In addition to illegal charges, there are reports of thefts from public transport vehicles, where thieves snatch passengers’ belongings through the window.
“I’ve seen a passenger lose his cell phone. They’re quick and, before you know it, they’ve disappeared into the trash,” reported Isabel Zimba, a resident of the Hulene neighborhood.
Residents report that, despite the presence of police officers, the authorities do little to stop the criminals. “The officers pass by here and see everything, but do nothing. It seems like they’re afraid or
simply ignore these criminal acts,” complains motorcycle taxi driver Zacarias Sitoe.
Motorists are calling for urgent measures to be taken to restore safety to drivers and passengers who use this road corridor every day.
