Mozambique: Vicente Joaquim is the new Secretary of State for the City of Maputo

President of the Republic Filipe Nyusi has appointed Vicente Joaquim as Secretary of State for the City of Maputo, by presidential order.

Joaquim replaces Sheila Afonso, who was dismissed by the president on Tuesday (June 1).

According to the Eduardo Mondlane University website, Vicente Joaquim holds a Master’s degree from the University of Rome for his dissertation on “Methods and Techniques for Project Development, Management and Maintenance of Healthcare Buildings” (2005).

His main areas of research were on the processes of transformation of the territory and on the built heritage.

He served as director of infrastructure and maintenance at Eduardo Mondlane University and professor of Economics and Construction Management and Graphical Representation Techniques in Architecture and Urbanism at the Faculty of Architecture of Eduardo Mondlane University

He is registered with the Ministry of Public Works and Housing under the title Professional Architect and Physical Planner.

He is also a member of the Installing Commission of the Order of Architects of Mozambique.

Still according to UEM, Vicente Joaquim has been a member of Frelimo since 1998 having been successively: Secretary of Cell A of the Faculty of Architecture and Physical Planning at UEM (2009), First Secretary of the Circle Committee of the Faculty of Architecture and Physical Planning and the Natural History Museum (2011), Secretary for Organisation and Mobilisation of the Higher Education Zone Committee (2012), and First Secretary of the Academic District Committee in Maputo City.
