The Public Prosecution Service (PGR) yesterday filed definitive indictments against the 20 co-defendants in the case of the so-called “undeclared debts” contracted by the companies Proindicus, Ematum and MAM, with state guarantees, Noticias reports today.
According to a press release from the Attorney General’s Office, on 22 March of the current year, the Public Prosecutor had filed a provisional indictment against the defendants, ten of whom are under pre-trial detention, and ten awaiting trial in freedom, one on bail.
According to Noticias, the 20 defendants are indicted of several crimes, including association to commit crimes, blackmail, passive corruption, embezzlement, abuse of office or function, violation of management rules, falsification of documents, use of false documents, possession of prohibited weapons and money laundering, with modifications arising from the evidence gathered.

In the case, which is registered under 130/11/2019/PGR, the defendants are Teófilo Nhangumele, Bruno Tandane, Cipriano Mutota, Armando Ndambi Guebuza, Gregório Leão, Antonio Carlos do Rosario, Angela Buque Leão, Fabião Mabunda, Sidónio Sitoe, Crimildo Manjate, Mbanda Buque Henning, Khessaujee Pulchand, Simione Mahumane, Naimo Quimbine, Sergio Namburete, Marcia Caifaz Namburete, Maria Ines Moiane Dove, Elias Moiane, Manuel Renato Matusse and Zulficar Ahmad.
Meanwhile, and because these allegedly constitute the proceeds and/or advantages of the crimes committed, the Public Prosecutor requests that the amounts that each of the accused had illegally appropriated be declared lost to the State, and the same for the assets that each acquired as a result of the fraud.
The Public Prosecutor also requests that money arising from rents on unlawfully acquired property, as they allegedly constitute infringement advantages, are also be declared lost to the State. As a preventive measure, the Public Prosecutor also requested the immediate seizure of all the assets indicated in the prosecution [which Noticias does not detail].
The defendants are alleged to have acted deliberately, freely and knowingly, knowing that they caused great harm to the state.
The Public Prosecutor, cited by Noticias, “describes as worsening the criminal situations of covenant, convocation, two or more people, fraud, resulting in the accumulation of offences, all provided for in the Penal Code” as mitigating circumstances.
Noticias reports that the Public Prosecutor points to the reparable nature of the spontaneous confessions of the crime applicable to defendants Teófilo Nhangumele, Cipriano Mutota, Sérgio Namburete and Márcia Namburete.
