Academics Jose Jaime Macuiane and Eduardo Chiziane have been chosen as consultants for Mozambique’s “inclusive national dialogue”, due to begin on 10 September.
The dialogue is based on a document signed in March by President Daniel Chapo and nine political parties, and then converted into law by the Mozambican parliament, the Assembly of the Republic.
A public invitation was issued to select consultants to draw up terms of reference for the ten working groups set up as part of the dialogue, and Macuiane and Chiziane were chosen for these roles.

Macuiane is a political scientist who works in the Faculty of Arts and Social Sciences at Maputo’s Eduardo Mondlane University (UEM), while Chiziane is the director of the UEM Law Faculty.
Macuiane’s views were regarded as so subversive that he was kidnapped and tortured by unidentified assailants. He was abducted and shot in both legs on 23 May 2016 in Marracuene district, about 30 kilometres north of Maputo. Although seriously injured, he recovered and continued his work.
He appeared regularly on the “Points of View” programme on the independent television station STV, where he strongly criticised various aspects of the governance of Chapo’s predecessor, Filipe Nyusi.
According to Macuiane’s father-in-law, Pedro Guambe, the torturers told him that they had been given the task of “making him lame”. They did not say who had given these orders.
In an interview published in November 2017, Macuiane said he had been the victim of a political crime, and promised that he would not be driven into silence.
Although the abduction took place in broad daylight along a busy stretch of road, the police have never charged anyone with the crime.
