António Supeia, Secretary of State for Cabo Delgado province, has announced that insurgents who surrender to the authorities will be rehabilitated and re-integrated into their communities.
Supeia said that the Mozambican government and the International Organization for Migration (IOM) are working on the creation of three transit centres, in Muidumbe, Macomia and Mocímboa da Praia districts.
Secretary of State Supeia said that the government is creating conditions so that citizens who repent from having allied themselves with terrorist groups could be re-integrated into the community, after a period of rehabilitation.
“Some people are not returning because they could not find an interlocutor [to facilitate the process]. Some were afraid of reporting to the defence and security forces. The idea was to find a neutral player who would be head up the camps, rather than the defence and security forces or an individual in uniform,”Supeia explained.
He announced that the government and the International Organization for Migration are therefore setting up these camps. “In one way or another, we have people [ former members of the terrorists group] who are returning , and these people deserve non-discriminatory treatment and [to be] re-integrated in a sustainable way, to prevent them from going back,” Supeia concluded.
