Mozambique: Protesters block the EN1 in Inhambane

Thousands of citizens were unable to access identity card issuance services due to violent protests that blocked major access roads and disrupted the operations of mobile brigades.
The National Directorate of Civil Identification (DNIC) described the situation as concerning, particularly given that November and December are traditionally months of high demand. DNIC spokesperson Gilda Lameque explained that during this period, students, parents, and guardians seek identification documents for purposes such as school enrolment, entrance exams, and other formalities.
“The demand for services has decreased due to mobility restrictions. Many people need to regularise their documents but are unable to travel, compounded by the fact that issuance activities are operating at reduced capacity,” she explained.
Despite the recent challenges, the DNIC produced 1.6 million identity cards between January and September, an increase compared to 1.3 million during the same period in 2023.
Of this total, 1.4 million cards were delivered, representing 87.81% of all documents issued by the Civil Identification Services.
