Mozambique: New water pumping station will benefit 72,000 people in Maputo

The Mozambican state saved at least 416 million meticais (€5.6 million) in 2024 through the sale and leasing of assets managed by the Office for the Management of Seized Assets, the government announced this Thursday.
Data presented in parliament by Finance Minister Carla Loveira show that in 2024 the office leased 27 seized properties, generating total revenue of 19 million meticais (€257,000).
“Revenue was also raised through public auctions, held in three sales of various movable assets including vehicles, machinery and tractors, containers, household appliances and furniture, amounting to around 14 million meticais (€190,000),” the minister added.
Minister Loveira further stated that 19 properties were allocated for use by state institutions in 2024, resulting in savings on rent, construction, or acquisition costs of approximately 397.5 million meticais (€5.3 million).
Additionally, 48 vehicles were assigned to various state institutions for public interest purposes, representing savings of around 18.5 million meticais (€244,000) in vehicle acquisition expenses.
“As can be seen, the careful allocation of these assets has generated public treasury benefits, amounting to savings of approximately 416 million meticais through property and vehicle allocation to the state,” the minister said.
The Office for the Management of Seized Assets took possession of 24 properties, including hotels and residences, as well as nearly 250 vehicles in the first half of this year, the government announced earlier this month.
In October last year, the office was managing 2,271 assets valued at 2,401 million meticais (€32.3 million), seized in the fight against criminal activities.
According to previous data, of those assets seized mainly since 2022, 80 were properties, with 73.58% linked to tax fraud and related crimes and 12.86% to drug trafficking.
Since 2024, the Ministry of Finance has been responsible for managing assets and goods seized or recovered for the state in connection with illicit or criminal activities, following a revision of its roles and responsibilities.
This measure is established in Presidential Decree 02/2024, dated 4 March, recognising the “need to review the roles and competencies” of the ministry. Among its current functions, the ministry assumes “the administration of assets and goods seized or recovered for the state, under national processes or acts arising from international legal and judicial cooperation.”
The decree further requires the Ministry of Finance to “conserve, protect and manage the assets and goods seized and held by the state diligently and carefully,” as well as to “determine the disposal, capitalisation, sale, allocation for public service, or destruction of recovered assets.”
Since 2022, Mozambique has had a Central Asset Recovery Office (GCRA) within the Attorney General’s Office (PGR), tasked with investigation, tracking, seizure and recovery of assets.
In its first year, the GCRA reported recovering over 1 billion meticais (€13.4 million) of illicit origin, including 30 properties and 12 vehicles.
