Mozambique: Governor of Manica urges reduction of damage caused by mining production

The Ministry of Land and Environment has identified 1.3 million hectares of idle land over the past five years, recovering 1.2 million hectares due to non-compliance with exploitation plans and/or the unjustified failure to implement proposed projects.
The reclaimed land is part of 3.6 million hectares inspected by authorities, corresponding to 897 Land Use and Benefit Rights (DUAT) titles.

According to the institution, over the past five years, post-inspection measures have been implemented to recover idle areas, identify parcels with DUATs in a state of revocation or extinction, and resize land for eventual reversion to the state.
Efforts were also made to encourage new investments and convert provisional authorisations into definitive ones in cases where active implementation of exploitation plans was observed.
As a result of these post-inspection measures, a total of 412 DUAT processes, covering 1.2 million hectares, were terminated nationwide.
Among the terminated processes, Inhambane Province leads with 126 cases, involving more than 84,000 hectares, while Niassa leads in terms of area, with 851,000 hectares reclaimed across just 41 DUATs.
During the 2019-2024 period, the sector initially planned to recover 297,899 hectares but managed to reclaim 1.2 million hectares, surpassing the target by over 100%.
Each year, the Land Sector plans to allocate between 5,000 and 6,000 DUATs across the country’s 10 provinces. The government continues its ongoing inspections to identify idle land, which is subsequently reclaimed for allocation to new stakeholders.
