Interested parties involved in the project to introduce the mandatory blending of petroleum products with domestically produced biofuels are discussing the possibility of exporting raw materials until local processing conditions are in place.
The information was provided to ‘Notícias’ by the Office for the Coordination of Implementation of the Economic Acceleration Package (PAE), an initiative around 80% implemented by October 2024.
The dissemination of products that can be processed and identification of production areas is currently underway, according to a feasibility study. The results will later be submitted to the government for approval.
In the context of the project, Decree No. 61/2023, the Biofuels Regulation, was approved by the Council of Ministers in November 2023 to guide the sector’s operations.
Studies were carried out with the support of partners on the impact on food security of the use of oilseeds in the production of biofuels, energy transition and the viability of the production chain.
In fact, a feasibility study of the biofuels market in Mozambique was presented to the various interested groups, including the Confederation of Economic Associations of Mozambique (CTA).
As part of the preparation of the project, the coordination office carried out an experience-sharing visit to Brazil, where it signed a memorandum of understanding with the Brazilian Union of Biodiesel and Biokerosene (UBRABIO) and CTJ Consultoria Limitada for the proper execution and implementation of the biodiesel production and use policy.
With a view to promoting greater investment, generating new jobs and strengthening the private sector’s participation in the economy, ensuring improved economic stability and fiscal sustainability in the medium and long term, the government has been implementing actions to operationalize the PAE.

This is an initiative that aims to bolster economic growth, through fiscal and economic stimulus measures to improve the business environment, transparency, governance and accelerate strategic infrastructure projects.
