The Mozambican government and Qatari investment group Al Mansour Holding signed a strategic agreement worth US$20 billion, to be invested in the country’s development.
A long-term investment with social impact and the creation of jobs and opportunities for young people, the amount will be invested in the agriculture, energy, infrastructure, health, education, and tourism sectors.
The agreement was signed yesterday by the Executive Coordinator of the Office of Reforms and Strategic Projects, Osvaldo Machatine, and the representative of the chairman of Al Mansour Holding Sheikh Mansour bin Jabor bin Jassim Al Thani
The signing of the strategic agreement preceded an audience granted by the President of the Republic, Daniel Chapo, to Sheikh Mansour Al Thani.
Speaking to the press minutes after signing the agreement, Sheikh Mansour said that the cooperation represents a strategic commitment between Africa and the Middle East. He highlighted the importance of the projects, stating that they leave lasting legacies and strengthen sustainable development, and calling for joint mobilization to achieve the objectives.
“Your Excellency, Mozambique finds itself at a crucial moment in its history, a moment when vision, courage, and cooperation can transform challenges into opportunities and ambition into lasting prosperity,” he said.
According to Mansour, the meeting is held not only between representatives of two nations, or institutions, but also as a community committed to shaping a future in which Africa and the Middle East grow together.

“A future where opportunities know no borders. A future where innovation fuels progress. A future where all citizens, especially our young people, have a role to play in building strong and resilient societies,” he added.
He emphasized that Africa and the Middle East are linked by history, but more than ever, the relationship is intrinsic due to the transformation of natural wealth and the talents of their people into engines of development that will endure for generations.
“Now we will act. We will face this moment with courage, vision, and unity; we will build schools and hospitals, industries and infrastructure; we will empower young people, uplift communities, and bring lasting prosperity to every corner of Mozambique; we will leave a legacy for which our children will thank us and a nation that is proud and remains strong for generations,” he said.
“At Al Mansour Holdings,” the Sheikh added, “we believe that true development is not measured by short-term gains, but by projects that leave a legacy; projects that create jobs today and hope for tomorrow; that empower young people, uplift communities, and ensure that prosperity reaches every corner of society.”
Mansour praised Chapo’s unwavering commitment, stating that it inspires confidence and demonstrates that a country united behind its people can achieve great things.
